Today I played this game for 30 minutes.
Thoughts:
Pros:
+ My first half hour with the game left a good impression, with the game feeling fun
+ Decent artwork

Neutral:
~ Free-roam nature; I like the rigid nature of grid-based strategy games like Advance Wars (GBA) (2001) and Final Fantasy Tactics.
Cons:
- Though fun, the game lacked a strong appeal
Overall:
With only half an hour of gameplay, my first impression is that Skulls of the Shogun is a decent turn-based strategy game.
While definitely not the top of its genre, it's probably worth playing if you own it. Personally, I would sooner replay Advance Wars*.
*Actually I still haven't played my copy of Fire Emblem: Path of Radiance (GCN) (2001), but I don't have my GameCube with me.
